Floriade, Australia’s most popular Spring festival in Canberra, has just concluded successfully on 16 October. Despite the wet weather it managed to attract 427,000 visitors this year, slightly less than the 2019 record of 507,550 visitors.
Spring also marks the two biggest Indian festivals - Dussehra and Diwali, celebrated by the Indian Community with great enthusiasm. In this newsletter you can find more information about these festivals.
Christmas is also around the corner as many in the community are preparing for the upcoming festive season. Canberra Malayalees Association, for instance, will be celebrating the event on 26 November at Mt Stromlo High School, Waramanga. Telugu Association of Canberra will be announcing the date soon.
There has been unusually wet weather along the east coast of Australia, affecting thousands of people and businesses. In this month alone, Canberra received 154 mm of rain, compared to the last 12 year average for October being 49.7 mm. Total rainfall for the year has been 733 mm, compared to the last 12 year average of 488 mm. While trees are looking healthy and green, it has been causing a lot of damage to our properties and infrastructure, particularly roads. Surely, you would have noticed damaged roads around town, with potholes.
Why is there so much rain? When will this rain end? Most of us have heard of La Nina, but there is more to it. The answer is really flowing in the winds! Listen to this fantastic video presented by Tom Saunders from ABC.

Australian Prime Minister's Diwali Message
ACT Chief Minister's Diwali Reception

We thank ACT Chief Minister Andrew Barr for hosting the Diwali reception on 21 October 2022, attended by Indian community leaders, diplomats from India and several south east Asian countries, interfaith leaders and ACT officials. Mrs. Ira Patkar entertained the audience with a classical dance followed by Indian classical music led by Dr Pratibha Nagabhushan.
FINACT General Council Meeting
FINACT General Council Meeting was held on 10 October at Theo Notaras Multicultural Centre. Several members also attended the event virtually. Ms Karen Toohey, Discrimination, Health Services, Disability & Community Services Commissioner, ACT Human Rights Commission, attended the meeting as a special guest.
Ms Toohey explained the role of ACT Human Rights Commission, as a single point of contact to address a wide range of concerns and complaints related to discrimination, vilification, sexual harassment, health services including dental services, occupancy disputes, services for children and young people, older people including aged care and retirement villages, etc. They received about 300 complaints this year, the majority of them related to employment. Members took the opportunity to ask several questions to clarify the role of the Commission, what sort of help we can expect.

Pravasi Bhartiya Divas (Indore, MP)

Pravasi Bharatiya Divas (PBD) is celebrated on 9 January every year to recognise the contribution of the overseas Indian community in the development of India. The PBD conventions provide a platform for the government to engage overseas Indians from different countries on key issues concerning the Indian Diaspora, besides the networking opportunities for diaspora participants.
For the last few years, the Government of India organises the PBD Convention in partnership with the one of the State Governments. This year the17th PBD Convention will be held In Indore, Madhya Pradesh on 8-10 January 2023, with Madhya Pradesh as the Partner State.
The theme of PBD 2023 is “Diaspora: Reliable partners for India’s progress in Amrit Kaal”.

FINACT Chetna Team
FINACT sub-committee members met with Ms Jaya from the IndianCare Inc, a Melbourne based NGO, that has been active since 2014, assisting vulnerable members of the community, particularly women. The meeting held on 9 October provided a good opportunity to learn from the work they have been doing in Victoria over the last eight years. It provided valuable insights in preparing the work plan and type of activities we can take up in the ACT. ACT Multiculturism Bill
ACT Minister for Multicultural Affairs Tara Cheyne introduced the Multiculturalism Bill 2022 in the ACT Assembly on 11 October. It defines what an inclusive city looks like and what we are striving to achieve as a community.
“The ACT is a rapidly growing culturally and linguistically diverse community. We are a city that welcomes people and supports them to belong and participate in the social, political, cultural, economic, educational and civic life of our city,” Minister Cheyne said.
NSW, Victoria, QLD and SA already have multicultural legislation in place. The introduction of the Multiculturalism Bill 2022 puts the ACT one step closer to joining those jurisdictions in having important legislation like this in place. The bill reflects the Government’s commitment to ensuring Canberra continues to grow as an inclusive and diverse place to live.

Canberra Khed Mela by Canberra Punjabi Sports & Cultural Association
Sun 16 October 2022 at Hall Showgrounds
The Canberra Punjabi Sports and Cultural Association (CPSCA) organised its third Canberra Khed Mela (CKM) or Sports Festival on 16 October 2022 in the Hall Showground. It was a non-ticketed free event that showcased traditional sports, language and culture. About 200 people participated in kabbadi, soccer, volleyball and tug of war competitions.
Winning teams were:
Kabbadi: Metro Kabbadi Club Sydney;
Soccer: Canberra A Volleyball: 5 Rivers club;
Tug of war: Fauji di Team
After sports competitions, Waris brothers enthralled the audience with 'Punjabi Virsa 2022'. About 5000 people from Canberra and interstate enjoyed the fun-filled day of sports, shopping, food & entertainment. On demand, the CKM will be held over two days on the October long weekend.

Durga Puja by Bengali Cultural Association of Canberra on 8 & 9 Oct
Thanks to Bengali Cultural Association of Canberra, for organsing two days of Durga Puja at the Flynn Community hall on 8 and 9 October. It was a fabulous and colourful and well attended event. It takes a lot of effort and many volunteers to run events like these, catering to the community's cultural needs. Well done BCA.
Mahatma Gandhi Jayanti - Sun 2 Oct
Indian community leaders gathered at the Glebe park to commemorate Mahatma Gandhi’s 153th birth anniversary on 2 October 2022. HE Manpreet Vohra, High Commissioner of India, spoke about the significance of the day.
The International Day of Non-Violence is observed on 2 October, the birthday of Mahatma Gandhi, leader of the Indian independence movement and pioneer of non-violence.
Emeritus Professor Satendra Nandan recited a poem from his book Gandhianjali. Gandhi ji went from India to South Africa as a young lawyer, returned back to India as a Mahatma, who mobilised millions of people to secure India’s independence in 1947.
